DE: NEIN zu Abschiebungen nach Äthiopien! Nein zum Sonderflug am 27. Januar!
Am Montag wurde S.A. verhaftet und wird seither im Gefängnis von Frambois zur Abschiebung nach Äthiopien festgehalten. Dies geschah, als er zum Service de la population vaudoise (SPOP) ging, um sein Nothilfepapier zu erneuern. In Zeiten von COVID finden solche Eingriffe fernab der Öffentlichkeit und ohne Lärm statt!
Im Zusammenhang mit dieser Verhaftung erfahren wir, dass das Staatssekretariat für Migration (SEM) am 27. Januar 2021 eine Sammel-Abschiebung per Sonderflug von der Schweiz nach Äthiopien organisiert. Dies trotz Krieg, Krise und Pandemie, die dieses Land heimsuchen.
Die Situation in Äthiopien wird nur noch schlimmer!
Obwohl sich die politische Situation in Äthiopien verschlechtert und viele Stimmen laut werden, die “ein sofortiges Ende der erzwungenen Rückführungen nach Äthiopien” fordern, darunter Schweizerische Flüchtlingshilfe, nutzt der Bund die Situation, um einen Sonderflug zu organisieren. Zynischer ausgedrückt könnte man sagen, dass er sie ausnutzt, bevor diplomatische Massnahmen ergriffen werden, die ihn daran hindern würden?
Laut hochrangigen UN- und EU-Beamten gibt es “beständige Berichte über Gewalt gegen bestimmte ethnische Gruppen, Ermordungen, massive Plünderungen, Vergewaltigungen, Zwangsrückführungen von Flüchtlingen und mögliche Kriegsverbrechen” (Josep Borrell, Hoher Vertreter der Europäischen Union für Aussen- und Sicherheitspolitik, 15.01.2021).
Bereits im April 2018 wurde bekannt, dass die Schweizer Regierung ein geheimes Rückübernahmeabkommen mit Äthiopien unterzeichnet hat, das die Übermittlung der persönlichen Daten der zwangsrückgeführten Personen an den äthiopischen Geheimdienst vorsieht und sie damit direkt in die Höhle des Löwen wirft. Dieses Abkommen wurde schon damals von Amnesty International und Human Rights Watch angeprangert. Aber die Regierung bleibt hartnäckig und unterschreibt!
Seit dem Amtsantritt von Premierminister Abiy Ahmed im Jahr 2018 und der Umsetzung zahlreicher Reformen haben die Spannungen zwischen seiner Regierung und der Tigray People’s Liberation Front (TPLF), der Regierungspartei in der Region Tigray, jedoch weiter zugenommen. Im September 2020 traf die Zentralregierung die Entscheidung, die Regionalwahlen wegen COVID 19 abzusagen, aber sie wurden trotzdem in der Region Tigray abgehalten. Der Konflikt eskalierte und führte – nach Luftangriffen des äthiopischen Militärs – zu Hunderten von Toten und Verletzten und nach Angaben von Amnesty International zu Massakern an der Zivilbevölkerung.
In einem RTS-Audioreport verglichen die befragten Experten den gegenwärtigen ethnischen Krieg mit dem Völkermord im ehemaligen Jugoslawien und erklärten, dass letzterer langwierig und gewalttätig sei, da die Soldaten für den Kampf ausgebildet wurden. Die Internetnetze sind abgeschnitten, was den Zugang zu Informationen in einigen Teilen des Landes unmöglich macht, ebenso wie den Zugang für humanitäre Hilfe.
S.A. konnte einer freiwilligen Rückkehr nach Äthiopien nicht zustimmen.
Die Behörden vom Kanton Waadt und vom Bund sind blind für die Menschenleben, die von ihren Befehle betroffen sind. Sie schicken die Menschen ohne mit der Wimper zu zucken mitten in einen aufkeimenden Bürgerkrieg hinein. Diese Abschiebungen nach Äthiopien gefährden vorsätzlich die Unversehrtheit der betroffenen Menschen und müssen unbedingt verhindert werden!
S.A. lebt seit mehr als 7 Jahren im Kanton Waadt. Bis heute teilte er sich ein Zimmer in einem Nothilfecamp mit seiner Schwester – und deren Kind -, die ebenfalls seit fast zehn Jahren in der Schweiz leben. Trotz dieser Schwierigkeiten knüpft S.A. hier seit vielen Jahren Kontakte und ist aktiv. Nach den Informationen, die wir erhalten haben, befindet sich S.A. heute in einem kritischen Zustand. Bereits traumatisiert, psychisch geschwächt und körperlich beeinträchtigt, verschlimmern die Gewalt seiner Verhaftung und die Absurdität des Ausweisungsbeschlusses seine Situation zusätzlich und konfrontieren ihn erneut mit den abwegigen “administrativen” Entscheidungen der Behörden und deren sehr realen und zerstörerischen Folgen. Wann werden diese unerbittliche staatliche Beharrlichkeit und diese mörderischen Vertreibungsmassnahmen aufhören?
Wir werden nicht aufhören, diese absurde, unverantwortliche und unmenschliche Sturheit der Behörden anzuprangern und fordern die sofortige Freilassung von S.A. und all seinen Landsleuten aus Frambois und anderswo! Wir werden nicht aufhören, einen vollständigen Stopp der Abschiebungen und ein Bleiberecht für alle zu fordern.
FR: NON aux déportations vers l’Éthiopie ! Non au vol spécial du 27 janvier !
Lundi S.A. a été arrêté et placé en détention à la prison de Frambois en vue d’une expulsion vers l’Éthiopie alors qu’il se rendait au Service de la population vaudoise (SPOP) pour renouveler son papier d’aide d’urgence. En période de COVID, de telles interventions se font loin des regards et loin du bruit !
Dans le contexte de cette arrestation, on apprend que le Secrétariat d’État aux migrations (SEM) organise une expulsion collective par vol spécial[1] de Suisse vers l’Éthiopie le 27 janvier 2021, et ceci malgré la guerre, la crise et la pandémie qui frappent ce pays.
En Éthiopie, la situation ne fait qu’empirer !
Alors même que la situation politique se détériore en Éthiopie, nombreuses sont les voix qui s’élèvent pour dénoncer cette pratique et demander « un arrêt immédiat des renvois forcés en Éthiopie »[2] , dont l’OSAR – Organisation Suisse d’Aide aux Réfugiés –, la Confédération en profite pour y organiser un vol spécial. De manière plus cynique, pourrait-on dire, qu’elle en profite justement avant que des mesures diplomatiques ne soient prises qui l’en empêcherait ?
Selon des haut-e-s-responsables de l’ONU et de l’UE, il existe des « rapports concordants à propos de violences ciblant certains groupes ethniques, d’assassinats, de pillages massifs, de viols, de retours forcés de réfugiés et de possibles crimes de guerre »[3] (Josep Borrell, Haut représentant de l’Union Européenne pour les affaires étrangères et la politique de sécurité, 15/01/2021).
En avril 2018 déjà, on apprenait que le gouvernement suisse avait signé un accord secret de réadmission avec l’Ethiopie prévoyant la transmission aux services secrets éthiopiens des données personnelles des personnes renvoyées de force[4]les jetant droit dans la gueule du loup. Cet accord avait déjà été dénoncé à l’époque par Amnesty International et Human Rights Watch. Mais le gouvernement persiste et signe !
Pourtant, depuis l’entrée en fonction du premier ministre Abiy Ahmed en 2018, et la mise en œuvre de nombreuses réformes, les tensions entre son gouvernement et le Front de libération du peuple du Tigré (Tigray People’s Liberation Front TPLF), le parti au pouvoir dans la région du Tigré n’ont cessé d’augmenter. En septembre 2020, le gouvernement central a pris la décision d’annuler les élections régionales en raison du COVID 19, mais celles-ci ont eu lieu malgré tout dans la région du Tigré. Le conflit s’est alors amplifié entraînant des centaines de morts et blessés – suite aux attaques aériennes lancées par l’armée éthiopienne – et, selon Amnesty International, des massacres de civils[5].
Lors d’un reportage audio de la RTS[6],les experts interrogés compare cette guerre ethnique actuelle avec le génocide d’ex-yougoslavie, expliquant que celui-ci sera long et violent, les soldats étant entraînés au combat. Les réseaux internet sont coupés rendant l’accès aux informations impossible dans certaines regions du pays, tout comme l’accès de l’aide humanitaire.
S.A. n’a pas pu accepter de retourner volontairement en Éthiopie
Les autorités vaudoises et fédérales sont aveugles aux vies humaines touchées par l’exécution mécanique d’ordres et envoient sans sourciller des personnes au cœur d’une guerre civile naissante. Ces expulsions vers l’Éthiopie mettent délibérément en danger l’intégrité des personnes concernées, elles doivent être impérativement empêchées !
Cela fait plus de 7 ans que S.A. vit dans le canton de Vaud. Jusqu’à ce jour il partageait une chambre dans un foyer d’aide d’urgence avec sa sœur – et son enfant – elle aussi en Suisse depuis près de dix ans. Malgré ces difficultés, c’est ici qu’S.A. tisse des liens et exerces ces activités depuis de nombreuses années. Or, selon les informations qui nous sont parvenues, S.A. se trouve actuellement dans un état critique. Déjà traumatisé, affaibli psychiquement et affecté physiquement, la violence de son arrestation et l’absurdité de cette décision d’expulsion ne font qu’aggraver sa situation, le confrontant encore une fois aux décisions « administratives » aberrantes des autorités vaudoises et fédérales et à leurs conséquences bien réelles et destructrices. Quand cet acharnement de l’État et ces procédures d’expulsion meurtrières s’arrêteront-t-elles ?
Nous ne cesserons de dénoncer cet entêtement absurde, irresponsable et inhumain des autorités et exigeons la libération immédiate de S.A. et de tous ses compatriotes de Frambois et d’ailleurs ! Nous ne cesserons d’exiger l’arrêt total des expulsions et un droit de rester pour toutes et tous.
[1] Par vol spécial on entend des déportations forcées, sous la contrainte, lors desquelles les personnes concernées se font ligoter de la tête (casque) aux pieds et aux mains. Elles restent entravées ainsi durant un long vol, encadrées par une dizaine de policier par personne, avant d’être remises par les autorités suisses et européennes aux autorités policières/migratoires du pays vers lequel l’expulsion est opérée.

EN: NO to deportations to Ethiopia! No to the special flight on January 27th!
Monday S.A. was arrested and detained at the Frambois prison for deportation to Ethiopia while on his way to the Service de la population vaudoise (SPOP) to renew his emergency aid paper. In times of COVID, such interventions are done far from the eyes and far from the noise!
In the context of this arrest, we learn that the Secretariat of State for Migration (SEM) is organizing a collective expulsion by special flight [1] from Switzerland to Ethiopia on January 27, 2021, despite the war, crisis and pandemic that hit the country.
In Ethiopia, the situation is only getting worse!
While the political situation in Ethiopia is deteriorating, many voices are being raised to denounce this practice and demand “an immediate end to forced returns to Ethiopia”, including OSAR – Swiss Organization for Refugee Aid – the Swiss Confederation is taking advantage of the situation to organize a special flight to Ethiopia. In a more cynical way, one could say that it takes advantage of it precisely before diplomatic measures are taken that would prevent it from doing so?
According to high-ranking UN and EU officials, there are “concordant reports of violence targeting certain ethnic groups, assassinations, massive looting, rapes, forced returns of refugees and possible war crimes” (Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy, 15/01/2021).
Already in April 2018, it was learned that the Swiss government had signed a secret readmission agreement with Ethiopia that provided for the transmission to the Ethiopian secret service of the personal data of those forcibly returned,[4] throwing them right into the lion’s den. This agreement had already been denounced at the time by Amnesty International and Human Rights Watch. But the government persists and signs!
However, since Prime Minister Abiy Ahmed took office in 2018, and the implementation of numerous reforms, tensions between his government and the Tigray People’s Liberation Front (TPLF), the ruling party in the Tigray region, have continued to increase. In September 2020 the central government decided to cancel the regional elections because of COVID 19, but the elections were held in the Tigray region nonetheless. The conflict then escalated, resulting in hundreds of deaths and injuries – following air attacks by the Ethiopian army – and, according to Amnesty International, massacres of civilians.
In an audio report by RTS, the experts interviewed compared this current ethnic war with the genocide in former Yugoslavia, explaining that it will be long and violent, as the soldiers are trained for combat. Internet networks are cut off, making access to information impossible in certain regions of the country, as is access for humanitarian aid.
S.A. could not agree to return voluntarily to Ethiopia.
The Vaud and federal authorities are blind to the human lives affected by the mechanical execution of orders and send people unblinkingly into the midst of a nascent civil war. These deportations to Ethiopia deliberately endanger the integrity of the people concerned and must be prevented at all costs!
S.A. has been living in the canton of Vaud for more than 7 years. Until today he shared a room in an emergency aid home with his sister – and her child – who has also been living in Switzerland for almost 10 years. In spite of these difficulties, it is here that S.A. has been forging ties and carrying out these activities for many years. However, according to the information we have received, S.A. is currently in a critical state. Already traumatized, mentally weakened and physically affected, the violence of his arrest and the absurdity of the decision to expel him only aggravate his situation, confronting him once again with the aberrant “administrative” decisions of the Waldensian and federal authorities and their very real and destructive consequences. When will this state relentlessness and these murderous expulsion procedures stop?
We will not stop denouncing this absurd, irresponsible and inhumane stubbornness of the authorities and demand the immediate release of S.A. and all its compatriots from Frambois and elsewhere! We will not cease to demand a total halt to the evictions and a right to stay for everyone.
